Tokyo Street :D

For my one of my art project I'm looking at popular style and fashion in Japan/Kore/HongKong and Thailand, and found this book I got a few years ago! :D

    i never figured this out:
    why do they have the chance to wear literally WHATEVER they like and here we just have to follow some certain fashion rules?
